Progressive appraiser Daniel Head came to view the vehicle on 3/10. He emailed his supplement later that afternoon. Mr. Head's supplement was short $2000 + of the repair bill. We informed the consumer of the difference and the issue. Shortly after contacting Mr. Gargano, Progressive Supervisor Kevin Sheehan called the shop at 4:43. He said he would like to come down and introduce himself as he is the new Supervisor of the area and would like to discuss the claim. We welcomed his request. Mr. Sheehan came to our shop on 3/11 around 11AM. We began to discuss the claim and soon got into an argument of opinions about the necessary repairs. Mr. Sheehan is not a repairer he explained to me. Hence, he does not know what it takes to properly restore a vehicle to pre accident condition. His job as a licensed damage appraiser is to write a non biased report of what is necessary to restore a vehicle back to true pre accident condition. If he has a questions, needs an explanation, needs documentation to support, or photos of certain procedures to properly idemnify Mr. Gargano he should request that. But he has no right or place to argue the necessity of certain procedures based off of opinions. He kept reiterating typical insurance verbatim which makes it clear he is under the influence of his employer, and not protecting the consumers best interest. I explained to Mr. Sheehan that we have Progessive estimates over the past 3-4 years where they have paid for many of the necessary operations he is now choosing to deny due to incompetence or ignorance. I'm going to safely assume the latter of the two. Now with the administrative change of power they are deciding to discriminate against consumers. This is unfair to the consumers. Progressive must be held accountable for their actions. We would like to provide the state with these documents for review. Upon review and realization of what the insurer is doing we would demand action by the DOI and suspension of appraisers license or fines. I want to emphasize that this complaint is not for the short pay amount. Mr. Gargano is going to cover that and submit to counsel for civil action. This is for the attempt by Progressive to steer to "other shops who will do it for our written price", discrimination in comparison to other previously written Progressive estimates, not protecting the consumers best interest, writing an estimate under the influence of others, and many other violations I can go down the list and name.
